Will care workers have to be licensed?

Paul Burstow, former care minister, has led a year-long review into the care industry in the UK and has recommended that a license to practice may have prevented national reported tragedies such as the Orchard View case, in which 19 residents who had died were found to have had substandard care and 5 died through natural causes compounded by neglect.

He claims a minimum training standard independently certified and portable between employers would help to improve standards, boost staff morale and tackle negative perceptions. Those unable to pass the qualification would not be able to work. His report was commissioned by the Demos think-tank and is likely to be taken extremely seriously, meaning changes along the lines of Burstow’s recommendations seem more likely than not.
